This position is posted by Jobgether on behalf of a partner company. We are currently looking for a Virtual Security Operations Center–Program Manager in United States.

This role combines program management leadership with operational oversight of a Virtual Security Operations Center (vSOC). The successful candidate will ensure 24/7 cybersecurity readiness, manage technical teams, and maintain compliance with federal standards. You will lead program planning, risk management, and quality assurance while coordinating with multiple stakeholders. Accountabilities

  • Lead program planning, scheduling, resource allocation, and risk mitigation through a formal Program Management Plan (PMP).
  • Develop and maintain a Quality Control Plan (QCP) to ensure all deliverables meet contractual and federal cybersecurity standards.
  • Serve as primary liaison to federal stakeholders, including Contracting Officers and client representatives.
  • Manage internal staff, subcontractors, and coordinate activities across multiple teams.
  • Direct 24/7 vSOC operations, including threat monitoring, incident response, and SIEM optimization.
  • Supervise tiered SOC teams, ensuring shift coverage, operational performance, and audit-readiness.
  • Monitor compliance with FISMA, NIST, EO 14028, Zero Trust, and other federal frameworks.
  • Track and report performance metrics, threat trends, and implement continuous improvement initiatives.

Requirements

  • CISSP certification required.
  • Minimum 10 years of experience in cybersecurity or IT program management.
  • At least 5 years managing SOC or vSOC operations in federal or defense settings.
  • Strong knowledge of federal compliance frameworks: FISMA, NIST SP 800-53/800-207, EO 14028, and Zero Trust.
  • Proven ability to develop and execute PMPs and QCPs for complex government programs.
  • Demonstrated leadership managing technical and client-facing teams.
  • U.S. citizenship with active TS/SCI clearance or eligibility to obtain one.
  • Preferred: PMP, CISM, CISA, or ITIL certifications; experience with VDI environments (Citrix/Nutanix), SIEM platforms (Splunk preferred), IDS/IPS, endpoint protection, incident response, and vulnerability management.
  • Excellent communication skills with the ability to brief stakeholders and lead technical teams.
