Position Summary
KIND seeks a Subaward and Subcontracts Officer. The Subawards and Subcontracts Officer is responsible for managing subawards and subcontracts under a variety of funding sources, including Federal, State and local governments, as well as Foundations and KIND sponsored. This position will ensure compliance with KIND policies and procedures, agreement terms and conditions, cost principles, 2 CFR 200 (Uniform Guidance) and the Federal Acquisition Regulation (FAR) requirements. The Subaward and Subcontracts Officer will play a critical role in ensuring compliance with all applicable regulations and supporting the success under funded projects. The ideal candidate has extensive knowledge of Federal acquisition and assistance processes, excellent communication skills, and a strong attention to detail. This position reports to the Awards and Contract Compliance Manager.
This position plays a critical role in the Awards Management and Compliance section of the Finance, Contracts and Compliance team.
This a headquarters position based remotely from any location in the U.S.
Note: Hiring for this position is contingent upon KIND being awarded funding under a 5-year government contract.
Essential Functions - Subaward and Subcontract Administration, Management, Monitoring and Compliance
- Under the direction of the Awards and Contract Compliance Manager, effectively manages and administers subaward and subcontract agreements throughout their lifecycle, ensuring compliance with all contractual obligations, FAR and Uniform Guidance requirements and KIND policies and procedures.
- Conducts thorough risk assessments of potential sub awardees and subcontractors, including evaluating their capabilities, performance, and financial stability.
- Facilitates the subaward and subcontractor selection process in collaboration with appropriate departments.
- Participates in negotiations with sub awardees and subcontractors to ensure favorable terms, including pricing, delivery schedules, and contract language provisions that align with funder standards and KIND’s best interests.
- Monitors sub awardees and subcontractor performance to verify adherence to contractual requirements.
- Reviews and approves sub awardee and subcontractor invoices, reports, and deliverables for accuracy and compliance with regulatory guidelines.
- Collaborates and works closely with KIND’s Accounts Receivable team to ensure that invoices and expense documentation are reviewed in a timely manner so that the Accounts Receivable team can bill the government on monthly basis.
- Collaborates with KIND’s Accounts Payable team to ensure sub awardee and subcontractor payments are made in a timely manner.
- Identifies potential risks and challenges associated with sub awardee and subcontractor performance, compliance, or scope changes. Develops and implements risk mitigation strategies to minimize the impact on the project's success.
- Maintains effective communication channels with sub awardees and subcontractors, internal stakeholders, and government entities.
- Foster positive working relationships to facilitate seamless subcontractor integration and resolve any issues or disputes.
- Maintains accurate records in compliance with funder, Uniform Guidance and FAR regulations and KIND procedures and policies
- Generates and presents sub awardee and subcontract reports, status updates, and documentation required for audits or reviews.
Qualifications and Requirements - Graduate degree in business administration, contract management, or a related field (equivalent experience will be considered). Advanced degree preferred.
- Minimum of four (4) years of proven experience in subaward and subcontract administration, management and monitoring; contract negotiation, and compliance management of Federal contracts (acquisitions).
- Minimum of three (3) years of experience financial management and financial monitoring aspects of subaward and subcontractor management.
- Excellent knowledge of 2 CFR 200, Cost Principals, the Federal Acquisition Regulation (FAR) and other relevant procurement regulations applicable to the Federal government.
- Excellent written and verbal communication skills, with the ability to effectively communicate complex requirements and build relationships with internal and external stakeholders.
- Detail-oriented mindset and exceptional organizational skills to manage multiple subcontracts simultaneously.
- Proficient in using contract management software, MS Office suite, and databases.
- Familiarity with advanced analytics tools or software would be advantageous.
- Certification in contracts management or similar is a plus.
- Working knowledge of Microsoft Office Suite (such as Teams, Excel, etc.).
- Ability to work collaboratively and multi-task in our KIND environment, managing numerous priorities and emerging opportunities.
- Excellent organizational skills with the ability to work on multiple projects in a deadline-oriented environment; ability to prioritize tasks and delegate as appropriate.
- Ability to work effectively with people of diverse backgrounds, lived experiences, and communication styles.

$65,918 - $82,398 a year
