Northrop Grumman Mission System (NGMS) Advanced Multifunction Sensors (AMS) Division is seeking a qualified and motivated professional for the role of Senior Principal Supply Chain Subcontract Specialist supporting multiple Programs in Linthicum, MD.

What You Will Get To Do:

  • Work with a wide variety of Northrop Grumman’s suppliers to procure specialized goods and services in support of a wide portfolio of programs

  • Facilitate supplier vetting and approval

  • Collaborate with key Northrop Grumman stakeholders, including, but not limited to, engineering, quality assurance, business management and program management to finalize statements of work and material/product specifications to clearly define requirements and to develop an appropriate subcontracting strategy

  • Execute subcontractor non-disclosure agreements

  • Execute teaming agreements

  • Subcontract pre-award activities including, but not limited to, onboarding domestic and foreign suppliers, preparation of requests for proposals, analysis of proposals and negotiation of subcontract provisions, terms and conditions

  • Ensure compliance with public laws, company policies, import/export regulations and prime contract flow-down clauses

  • Manage placement and performance of subcontracts, including but not limited to monitoring supplier quality, reliability, and ability to support required delivery schedule

  • Subcontract post-award activities including, but not limited to, subcontract administration, change notices, validation and payment of invoices and subcontract closeout

  • Assist in material receipt and property management documentation

  • Engage in continuous process improvement to achieve overall efficiency and success of supported programs

  • Employ sound business practices to ensure integrity throughout the procurement process and enforce procurement integrity and compliance

  • Identify strategies and opportunities to reduce costs, improve efficiency, and manage risk

  • Periodically conduct training on a variety of professional topics for groups of 5+ employees

  • Providing subcontracting process and compliance requirements guidance to junior subcontract specialists, supplier management teams, and integrated product team leads

  • Work under general direction toward long-range goals and objectives with assignments that are often self-initiate

Basic Qualifications:

  • Bachelor’s degree with a minimum of 8 years of professional experience in supply chain/or business management and– OR – Master’s degree with with a minimum of 6 years of professional experience in supply chain/or business management.
  • Experience with U.S. Armed Forces & Non-USG contracting terms and conditions, compliance with public laws, company policies, import/export regulations and prime contract flow-down clauses and lifecycle processes.
  • Experience working and managing high-dollar Domestic & International Subcontracts over the TINA Threshold
  • Experience with the proposal process, pricing instructions, terms and conditions and determine the adequacy of domestic and international supplier proposals received
  • Experience with the Review and approval process of supplier agreements (i.e., Teaming Agreements, Long Term Pricing Agreements)
  • Ability to obtain and maintain a Secret government clearance.
  • US Citizenship

Preferred Qualifications:  

  • Work experience with U.S. Government contracting and the Federal Acquisition Regulation (FAR)/Defense Federal Acquisitions Regulation Supplement (DFARS), Cost Accounting Standards (CAS); and Defense Contract Audit Agency (DCAA) audit procedure
  • Experience working with multiple contracting formats, including Firm Fixed Price, Time & Material and Cost Reimbursable, possess knowledge relating to special payment provisions (progress or performance-based payments).
  • Experience with SAP or related business application software.
  • Experience working with the U.S. government and/or U.S. military, as these entities are the primary customers associated with this position
  • Negotiating experience with subcontracts in excess of $5 million
Primary Level Salary Range: $106,800.00 - $168,200.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.The application period for the job is estimated to be 20 days from the job posting date.
