This role sits at the intersection of advanced technical architecture, solution design, and strategic business development. You will be responsible for shaping and leading complex, large-scale IT solutions that support critical government health sector initiatives. Acting as a trusted technical advisor, you will translate client needs into scalable, secure, and cost-effective solutions across cloud, data, cybersecurity, and application domains. The position requires deep expertise in enterprise IT environments, as well as strong leadership in proposal development and solution engineering. You will collaborate closely with cross-functional teams, executive stakeholders, and external partners to ensure alignment between technical design and business objectives. This is a highly influential role where your work directly impacts winning strategic opportunities and shaping long-term client success.

Accountabilities:

Lead end-to-end solution development for complex growth and proposal opportunities across government health programs
Design, estimate, and validate scalable technical architectures across cloud, data, application, and cybersecurity domains
Act as a technical liaison between clients and internal delivery teams to ensure alignment of requirements and solutions
Develop lifecycle cost estimates and business cases to support strategic decision-making
Provide technical leadership and thought guidance to business units and proposal teams
Coordinate with internal SMEs to address specialized technical challenges and ensure solution completeness
Build and maintain strong relationships with clients, partners, and internal stakeholders to support capture and delivery success
Monitor industry trends and emerging technologies to strengthen solution innovation and competitiveness

Requirements:

This role requires deep technical expertise in enterprise IT solution architecture combined with extensive experience in proposal development and client-facing leadership. Candidates should bring strong communication skills and the ability to operate in complex, cross-functional environments.

Bachelor’s degree in Information Technology, Computer Science, or related field
15+ years of IT experience, including 5+ years in solution design for government or large-scale enterprise proposals
Strong expertise across full IT stack including cloud, data, application development, and cybersecurity
Proven experience developing technical solutions, cost estimates, and business cases for complex environments
Strong understanding of government procurement and proposal processes
Excellent communication, presentation, writing, and stakeholder engagement skills
Ability to lead technical initiatives independently and within cross-functional teams
Experience in health sector or government health programs is highly desirable
Familiarity with modern technologies such as AI/ML, big data, cloud migration, and cybersecurity frameworks is a plus
