Senior Proposal Manager

In this role, you will oversee the full proposal lifecycle, from strategy development to final submission, ensuring every deliverable is compliant, compelling, and aligned with client expectations. You will collaborate with capture teams, subject matter experts, designers, and leadership stakeholders to shape winning narratives and improve proposal effectiveness. This position combines leadership, writing excellence, process optimization, and business strategy in a dynamic and deadline-driven environment. Accountabilities:

Lead and manage the end-to-end development of complex proposals, qualifications packages, and related business development materials for major pursuits.
Define proposal strategies, establish schedules, compliance matrices, resource plans, and ensure timely submission of high-quality deliverables.
Collaborate closely with capture teams and subject matter experts to develop compelling win themes, executive summaries, management plans, and differentiators.
Facilitate proposal kickoffs, milestone reviews, color team reviews, workshops, and lessons learned sessions to ensure proposal excellence.
Oversee proposal compliance, quality assurance, document reviews, and final production readiness.
Manage oral presentations and interview preparation, including collateral development and coaching activities.
Improve proposal management processes, templates, tools, and best practices to increase efficiency and win rates.
Mentor, coach, and develop proposal staff, supporting onboarding, performance management, and career progression initiatives.

Requirements:

Bachelor’s degree or equivalent professional experience in a related field.
Approximately 15+ years of progressive proposal management experience, ideally in infrastructure, engineering, or related sectors.
Strong expertise in managing large-scale, complex proposals, including high-value pursuits and alternate delivery models.
Excellent written communication skills, with the ability to draft executive summaries, cover letters, and other persuasive non-technical sections.
Strong leadership, facilitation, and stakeholder management capabilities across cross-functional teams.
Proficiency in Adobe Creative Suite (InDesign, Illustrator, Acrobat Pro) and Microsoft Office Suite (Word, Excel, PowerPoint).
Ability to manage multiple deadlines, competing priorities, and high-pressure proposal cycles effectively.
Professional certifications such as APMP, PMP, or Shipley training are highly desirable.
