Pay Grade: $95,000 - $110,000 annually
JOB SUMMARY:
The Senior Program Manager oversees the operations of the Community Assessment Program (CAP) across Minnesota and expanding markets. This role ensures the delivery of high-quality assessments, supervises intake and referral processes, supports staff training, and leads strategic efforts to expand services and partnerships. The Senior Program Manager ensures adherence to standard operating procedures (SOPs) and regulatory standards while supporting integration with evolving technologies and emerging markets.
RESPONSIBILITIES:
- Hire, train, and onboard new Assessor staff in alignment with Community Assessment Program (CAP) standard operating procedures across Minnesota markets.
- Conduct daily appointment validation to ensure accuracy and readiness for service delivery.
- Conduct daily and weekly audits of assessment documentation and service lines to ensure accuracy and readiness for billing submission; provide coaching and correction to the assessment team as needed.
- Collaborate across departments to support effective communication and strategic integration of CAP technology in emerging markets.
- Oversee the intake and referral process from CAP to internal and external program admissions to ensure seamless client transitions.
- Design and implement standardized assessment referral processes for new community programs and markets.
- Collaborate with leadership to develop and launch new service offerings, including community, mental health, and culturally-specific assessments.
- Establish and maintain strategic partnerships (e.g., Department of Corrections, hospitals, detox centers) to expand access and reach.
- Analyze referral data and trends to create comprehensive reports that demonstrate program value to stakeholders.
- Author, update, and enforce CAP Team policies and procedures to ensure quality and compliance.
- Provide training and support for Assessment Care Coordinators and Administrative staff on SOP implementation.
- Oversee and coach CAP staff to ensure high-quality, compliant service delivery and accurate documentation.
ESSENTIAL SUPERVISORY DUTIES:
- Verify that all client documentation is completed and maintained in accordance with 245G and Partners Behavioral Healthcare policies.
- Conduct annual employee performance reviews for staff members supervised; administer performance coaching and corrective action when necessary.
- Provide leadership and supervision to the CAP team.
- Ensure counselor staffing levels are appropriate; ensure assessor availability is updated week to week.
- Review and ensure appropriate referrals and recommendations are being made.
- Ensure that all assessments are completed within 48 hours, including those being sent to referents and other stakeholders.
- Provide supervision to program administrative staff.
- Completion and communication of weekly Key Performance Indicators with leadership staff.
- Audit and approve all rendered services at the end of each treatment week.
- Ongoing communication with referring partners and development of new community relationships to continue program growth and development.
- Ongoing internal communication between Ops, Growth, RCM, and Finance.
- Provide ongoing orientation to staff for statewide behavioral health programs and populations served, including Partners Behavioral Healthcare and TelyGo.
ASSESSMENT SERVICES:
- Provide direct services when needed.
- Knowledge and understanding of all Partners Behavioral Healthcare processes as pertains to the 12 core functions.
- Knowledge and understanding of the PBH program model.
- Verify that the agency you supervise has a designated onsite person who is responsible for clinical operations at all times.
- Ensure that the content and format of client records are uniform and entries in each case are signed and dated by the staff member making the entry.
- Complete daily audits to ensure accuracy and timeliness of clinical charts.
- Clients are screened and referred to for mental health services; ensure documentation for this screening and referral.

MINIMUM QUALIFICATIONS:
- Preferred active LADC License or Temporary Permit (Program Manager Only)
- Have or are pursuing a Bachelor’s degree or higher in a related field.
- Obtain 12 hours of training in co-occurring mental health disorders within 6 months of hire.
- 1-3 years of supervisory experience in the field.
- Must be free of substance use problems for at least the 2 years preceding hire.
- Ability to successfully complete MN Department of Human Services background study.
- Ability to work remotely in a professional and distraction-free environment, with reliable internet access to perform job duties effectively, managing time independently, and safeguarding client/company information in accordance with confidentiality and security standards.
- Demonstrated ability to use technology effectively for documentation, communication, scheduling, and treatment services.
PREFERRED QUALIFICATIONS:
- Proficiency in utilizing Procentive or other EHR systems.
- Master’s degree in a related field.
- 3–5+ years of supervisory experience in the field.
- Additional clinical licenses: LPC, LPCC, LICSW, LP, LGSW, LMFT.
CONTINUED EDUCATION AND TRAINING:
- Complete continuing education courses as required by the State of Minnesota.
- Attend in-house training and staff meetings.
- Stay current regarding professional research, techniques, etc.
- Complete mandatory PBH supervisor training.
- Complete all PBH training as required.
- Supervisors and supervisees are encouraged to proactively schedule supervisor meetings on a regular basis and/or as needed to solicit feedback on performance, progress, and growth opportunities.
