Position Purpose

The Senior Director of Technical Operations (SDTO) serves as a pivotal strategic leader responsible for orchestrating the seamless exchange of healthcare information across our HIE ecosystem with oversight of the technical infrastructure, systems integration, and operational efficiency of our technical suite of solutions including our health information exchange platform. This role will be responsible for ensuring the secure, reliable, and seamless exchange of healthcare data among participating organizations while maintaining compliance with industry standards and regulations.


The SDTO will also be responsible for leading cross-functional teams and managing complex technical operations, this position influences the organization's ability to facilitate millions of clinical transactions daily while maintaining the highest standards of data security and regulatory compliance. The role demands strategic vision to drive technical innovation, stakeholder collaboration, and system optimization, ultimately supporting the organization's mission to improve healthcare delivery through integrated information sharing. Success in this position requires balancing technical expertise with healthcare industry knowledge to advance interoperability initiatives, support value-based care, and enable data-driven clinical decision-making across the healthcare continuum

Duties and Responsibilities

Strategic Leadership & Vision

  • Architect and execute enterprise-wide technical strategies that align with organizational objectives and industry evolution, ensuring the HIE platform maintains competitive advantage and operational excellence
  • Spearhead innovation initiatives and digital transformation efforts, positioning the organization at the forefront of healthcare interoperability and data exchange advancement
  • Cultivate and maintain executive relationships with key stakeholders, technology partners, and industry leaders to drive collaborative success and market expansion

Technical Operations & Infrastructure

  • Oversee the operational design, implementation, and optimization of robust technical architecture supporting mission-critical healthcare data exchange, ensuring 24/7 system availability and performance
  • Direct the operationalizing and execution of comprehensive disaster recovery and business continuity strategies to safeguard critical healthcare operations
  • Champion system scalability and performance optimization initiatives, ensuring infrastructure capacity meets evolving healthcare demands and organizational growth

Operational Excellence & Innovation

  • Drive continuous improvement initiatives that enhance system efficiency, reliability, and user experience across the healthcare stakeholder network
  • Participate in orchestrating the evaluation, selection, and integration of emerging technologies that advance organizational capabilities and market position
  • Direct the development and implementation of key performance indicators and metrics to monitor and optimize technical operations

Team Leadership & Development

  • Build and mentor high-performing technical teams, fostering a culture of innovation, accountability, and technical excellence
  • Provide strategic direction and leadership to cross-functional teams, ensuring alignment with organizational objectives and industry best practices
  • Develop and implement succession planning strategies that ensure organizational continuity and technical leadership pipeline
  • Provide strategic technical input and guidance to product development teams by translating operational insights into actionable requirements for enhancements, change requests, and new capabilities, ensuring interoperability solutions effectively address customer needs while maintaining system performance and compliance standards
  • Lead structured feedback processes that transform operational metrics, troubleshooting trends, and customer pain points into prioritized product improvements, facilitating cross-functional alignment between technical operations and product development teams to deliver innovative health information exchange solutions

Financial & Resource Management

  • Optimize resource allocation and technical operations budget to maximize ROI while maintaining service excellence
  • Direct vendor management strategies and technology partnerships to ensure cost-effective solutions and strategic alignment
  • Develop and present executive-level financial analyses and recommendations for technical investments and initiatives (if necessary)

Stakeholder Engagement & Communication

  • Articulate technical vision and strategy to diverse audiences, from board members to technical teams, ensuring clear understanding and alignment
  • Foster collaborative relationships with healthcare organizations, technology partners, and industry groups to advance interoperability initiatives
  • Lead change management efforts related to technical implementations and system enhancements, ensuring stakeholder buy-in and successful adoption

Quality & Performance Management

  • Establish and maintain robust quality management systems that ensure the highest levels of technical performance and reliability
  • Direct the development and monitoring of service level agreements (SLAs) that meet or exceed stakeholder expectations
  • Lead periodic reviews of technical operations performance, implementing improvements based on data-driven insights and industry best practices

Qualifications

Required

The ideal candidate will bring a unique combination of technical depth in cloud architecture, healthcare interoperability standards, and operational leadership that enables our organization to achieve seamless health information exchange while maintaining the highest standards of security, compliance, and performance.

Education and Core Requirements

  • Bachelor's degree in Computer Science, Information Technology, or related field; Master's preferred
  • 10+ years of progressive experience in healthcare IT operations management
  • 5+ years of experience specifically with HIE or similar healthcare data exchange platforms
  • Strong understanding of healthcare interoperability standards (HL7, FHIR, XDS, etc.)
  • Experience with EHR systems and healthcare workflow integration
  • Proven track record of leading large-scale technical operations and teams
  • Deep knowledge of healthcare privacy and security requirements
  • Excellence in stakeholder management and communication

Preferred Qualifications

  • Experience with cloud infrastructure and services (AWS, Azure, etc.)
  • Knowledge of emerging healthcare technology trends and innovations
  • Project Management Professional (PMP) certification
  • ITIL certification
  • Healthcare-specific certifications (CAHIMS, CPHIMS

Technical Certifications and Expertise

Cloud and Infrastructure

  • Deep understanding of AWS cloud architecture principles and best practices for healthcare environments
  • Proven ability to lead technical teams through cloud migration strategies and implementation roadmaps
  • Strong knowledge of AWS service offerings relevant to healthcare data exchange, including:
    • Amazon S3 for secure, HIPAA-compliant data storage
    • Amazon EC2 and ECS/EKS for scalable application hosting
    • AWS Lambda for serverless healthcare integration workflows
    • Amazon API Gateway for secure FHIR API implementations
    • AWS Identity and Access Management (IAM) for fine-grained access control
    • AWS CloudWatch for monitoring, logging, and alerting in healthcare environments
  • Demonstrated experience troubleshooting complex cloud infrastructure issues, with emphasis on:
    • Network connectivity problems across VPCs and hybrid environments
    • Performance bottlenecks in healthcare data exchange workflows
    • Security and compliance concerns in PHI data processing
  • Strategic vision for leveraging cloud capabilities to enhance interoperability initiatives while maintaining compliance with healthcare regulations
  • Experience leading architectural reviews and providing recommendations for cloud optimization in healthcare settings

Healthcare Interoperability Standards

  • Comprehensive knowledge of HL7 FHIR (Fast Healthcare Interoperability Resources) standard and implementation methodologies
  • Experience with implementing and maintaining eHealth Exchange connections and services
  • Strong understanding of Clinical Document Architecture (CDA) and IHE profiles
  • Proven experience with healthcare query and retrieval systems for patient data exchange

Strategic Leadership Abilities

  • Proven record of translating technical operations into business value through:
    • Developing and executing technical roadmaps aligned with organizational goals
    • Experience leading technical teams in implementing FHIR-native solutions for data standardization
    • Ability to communicate complex technical concepts to diverse stakeholders
    • Strong vendor and partner relationship management skills, particularly with health information exchanges and technology provider

Working Conditions

  • Full-time position with flexible working hours (Monday through Friday, 8:00 AM to 8:00 PM)
  • Occasional travel (up to 25%) may be required to attend conferences and industry events to stay up-to-date on product innovation
  • On-call availability for critical system issue
