The Role
As a Customs Compliance Analyst, you will become an integral part of the Trade Compliance team, which ultimately falls under the Legal and Compliance department. Â
The position will provide support to all PMS business functions in achieving their strategic objectives and operational targets while ensuring compliance with all applicable import regulations globally. As a crucial part of the Trade Compliance team, you will be responsible for the update and deployment of an import Compliance program, supporting procedures and for training others in the relevant procedures. The position will initially focus on US operations, but responsibility will progress to include import operations in EMEA, APAC, and South America. Â

The position is well suited for an experienced candidate that possesses a high level of flexibility, and a solution-oriented mindset. This person will support Customer Service, Supply Chain, and Trade Compliance in implementing a global customs program.Â

While a majority of the work for this role will be performed autonomously, building relationships with other departments will be critical to your success. Key Responsibilities:
- Support the global trade compliance program within the company through active collaboration with other members of the Trade Compliance team and PMS offices globally. You will be responsible for creating and rolling out a global import compliance program and corresponding procedures which can be replicated globally, as PMS seeks to align business operations worldwide in accordance with any applicable regulations.Â
- Lead daily import clearance operations by working closely with customs brokers and freight forwarders, and internal teams. Resolve all issues related to customs clearance, document discrepancies, and product holds by customs authorities. Self-prepare or work with internal departments to obtain any statements or certificates required during the clearance process. Audit import paperwork for errors and communicate revisions to brokers in a timely manner for correctionÂ
- Implement best practices and develop procedures to prevent compliance issues or shipment delays in future imports.Â
- Determine HTS classification and origin for new products and lead ongoing reviews of existing products. Work with internal teams to ensure proper valuation is performed.Â
- Perform duty drawback filings through customs interface software, and Free Trade Agreement (FTA) qualification efforts.Â
- Create and maintain reportable KPIs on various customs related metrics.Â
- Stay current with international trade laws, import/export regulations, and tariff changes. Continuously review processes to ensure compliance with the latest trade policies and avoid penalties. Update team members and direct manager of any suspected impact to the business.Â
- Support the PMS Global Compliance Officer on strategic projects or initiatives as needed.Â
- Establish relationships, trust, and credibility with internal stakeholders. Working with them to develop and drive business processes & solutions that are compliant with any applicable import regulations, or internal policies established by PMS.Â
Training; Awareness and Escalation
- Work closely with the PMS Compliance team to funnel down communications
- Facilitate and carry out training to the organization on various topics relating to trade compliance or internal policies.Â
- Collaborate with other members of the Trade Compliance Team on cross functional training and education to allow the transfer of knowledge and expertise across the entire trade compliance team
Audits
- Facilitate and support external audits and assessments and implement any required/necessary corrective actions. Must be able to report findings to management and to track the implementation of corrective action until satisfied that any risk to the business is mitigated.Â
- Lead periodic import self-assessments and implement any necessary corrective actions to ensure compliance with trade compliance regulation and internal policiesÂ
- Conduct periodic audits of internal transactions concerning accuracy of valuation methods, HS classification, origin.Â
- Mitigate risk to PMS through process management ensuring that all activities are carried out in accordance with PMS policies and standards and are in compliance with any applicable regulations.Â

Qualifications:
- Bachelor’s degree preferredÂ
- 5-7+ years’ relevant professional experience working within customs compliance and import operations. Â
- Experience developing an import compliance program from scratch.Â
- Experience working with import clearance and regulations outside of the US, or at a minimum, the ability to research and apply them to business operations. A preference will be placed upon candidates who have experience with EU or APAC import regulations.Â
- Hands-on experience self-filing duty drawback claims and determining qualifications for Free Trade Agreements.Â
- Extensive knowledge of tariff classifications, rules of origin, and multiple methods of valuation.Â
- Experience working in the Automated Commercial Environment (ACE)Â
- Working knowledge of IncotermsÂ
These additional desired skills would be beneficialÂ
- Experience with self-filing CBP Form 7501, FDA, USDA or EPA DocumentationÂ

Pay Range
$67,000 - $90,000

Particle Measuring Systems determines pay for positions using local, national, and industry-specific survey data, for the Boulder, Colorado area. We will evaluate external equity, which is the relative marketplace job worth of jobs directly comparable to jobs within our company.
For new hires, we try to make competitive offers between the minimum and around the midpoint of the range. This allows the new employee room for future merit increases during review cycles. There may be times when we will offer above the midpoint. The decision to do so will be based on the applicant’s level of experience, education, and specialized knowledge and skills. Additionally, we consider the external market rate, the amount we have budgeted internally, and the compensation rates of the employees within the company doing the same position.Â
