Kentro is hiring an experienced Senior Advisor to provide direct support to the Office of the Administrator. The role ensures continuity and operational coordination during the closeout and transition of USAID activities. This position brings deep knowledge of USAID operations while applying executive-level judgment to sensitive legal, personnel, contractual, and programmatic issues. The incumbent will draw on extensive USAID field and headquarters experience to support program closeouts, risk mitigation, and coordination with interagency and external stakeholders.

Responsibilities:

  • Program Closeout Support: Support the orderly closeout of USAID programs, contracts, and grants, ensuring compliance with FAR, AIDAR, ADS, and other relevant regulations.
  • A&A Termination Activities: Support Contracting/Agreement Officers in the review, and documentation requirements for termination settlements of acquisition and assistance instruments; prepare materials to support Contracting/Agreement Officers.
  • Personnel Transition: Support the orderly offboarding of USAID personnel and other personnel-related actions.
  • Legal and Administrative Coordination: Support the resolution of legal disputes and claims in partnership with USAID’s Office of General Counsel and the Department of State.
  • Operational Management: Provide expertise on closeout of large, complex infrastructure and program portfolios, including contract administration, risk management, and compliance tracking.
  • Communications and Reporting: Draft and review sensitive communications, transition reports, and briefing materials for senior leadership, ensuring accuracy and discretion.
  • Institutional Knowledge: Apply prior USAID and interagency leadership experience to inform decision-making, maintain continuity, and provide operational insight during politically sensitive transition activities.

Location: Remote, must be willing and able to be on-site in the DMV/VA area on a regular basis

Requirements

  • Bachelor’s degree in Engineering, Business, Public Administration, International Development, or related field (advanced degree preferred).  Advanced degree in Business or Public Administration required.
  • Minimum 10 years of progressively responsible USAID or USG program/operations management experience.
  • Direct experience with contract/grant management and infrastructure/institutional support programs.
  • Demonstrated experience leading closeout, transition, or restructuring efforts in complex, politically sensitive environments.

Skills:

  • Knowledge of FAR, AIDAR, ADS 300 series, and related regulations.
  • Strong management, negotiation, and communication skills.
  • Ability to navigate legal/contractual issues and advise senior leaders on operational options.
  • Familiarity with USAID systems such as GLAAS and Phoenix.

Clearance:

  • U.S. Citizenship
  • Willingness and ability to obtain security clearance
