Program Manager – Personnel & Deployment Operations (Veteran Preferred)

About the Role
We are seeking an experienced Program Manager to lead and oversee a team of deployable Project Managers responsible for contractor personnel tracking, operational support, and administrative coordination in high-tempo defense environments. This role provides strategic and tactical leadership across CONUS and OCONUS operations and ensures seamless execution of personnel management, contractor care, and mission delivery functions.
Key Responsibilities
Team Leadership & Oversight
- Lead, mentor, and manage a team of Project Managers supporting the mission commander, tactical operations, and personnel tracking in deployed environments.
- Oversee staffing plans, deployment schedules, and performance management for field-based project teams.
- Ensure accuracy and consistency in reporting, contractor support, and operational standards across all locations.
Program Management
- Serve as the senior point of contact for deployment-related personnel management efforts and operational logistics.
- Own the full lifecycle of contractor tracking, including contractor acceptance of employment, onboarding handoff, contractor pre-deployment training qualification, role changes, leave management, rotations, and redeployment planning.
- Ensure compliance with internal policies and client requirements across all operational deployments.
Cross-Functional Coordination
- Coordinate across Recruiting, HR, Contractor Care, Travel, and Client Delivery teams to ensure field teams are supported and up to date.
- Maintain situational awareness of deployment timelines, personnel risk factors, attrition, and upcoming needs.
- Drive implementation of tools, processes, and reporting structures to ensure accurate and timely visibility into field operations.
Operational Readiness & Quality Control
- Oversee readiness reporting and field data integrity, ensuring all systems of record reflect real-time personnel status and common operating picture for both CONUS and OCONUS leadership.
- Identify systemic issues or bottlenecks affecting contractor deployment or support and drive resolution.
- Implement and maintain SOPs, dashboards, and workflows that promote operational efficiency and accountability.
Required Qualifications
- Prior U.S. military service (any branch); experience in leadership, operations, or logistics preferred.
- 5–10 years of experience in program management, operations leadership, or defense contracting.
- Proven ability to lead distributed teams in fast-paced and high-risk environments.
- U.S. work authorization and ability to pass background and security screenings.
Preferred Qualifications
- Prior experience managing CONUS and OCONUS field teams supporting government contracts.
- PMP or equivalent program management certification.
- Experience with HRIS platforms like Rippling, and understanding of contractor compliance requirements.
- Active or previously held U.S. security clearance (Secret or above).
