This position is posted by Jobgether on behalf of a partner company. We are currently looking for a Program Manager, Card Network Office (CNO) in United States.
As a Program Manager in the Card Network Office, you will play a pivotal role in overseeing and shaping the company’s approach to card network compliance and operational excellence. You will lead programs that monitor, analyze, and implement changes from card networks, ensuring processes are efficient, scalable, and strategically aligned with organizational goals. This position offers the opportunity to build a function from the ground up, working closely with cross-functional teams, external partners, and senior stakeholders. You will drive improvements in compliance monitoring, develop metrics and dashboards for visibility, and advocate for the organization within the broader card network ecosystem. The role requires both strategic thinking and operational execution, allowing you to influence policy, process, and technology decisions while managing complex programs across multiple teams. Your contributions will ensure the organization stays ahead of regulatory changes while maintaining seamless operations and strong external relationships.
· Establish and manage a release management process in line with card network mandates, ensuring all cross-functional teams are informed of impacts, changes, and timelines.
· Review and assess biannual card network releases to identify initiatives that significantly affect business operations, collaborating with product, engineering, and operations teams.
· Monitor compliance with card network requirements and internal policies, performing audits and driving continuous improvement.
· Develop comprehensive metrics and dashboards to track mandate impact, operational readiness, and ongoing compliance.
· Oversee the network mandate intake process, including review, assessment, prioritization, and resolution of waiver requests.
· Engage with external partners, including councils and forums, to build strategic relationships and advocate for organizational perspectives.
· Serve as a subject matter expert and liaison between internal teams and card network stakeholders to clarify mandates and streamline implementation.
Requirements
· 5+ years of experience in the payments industry, with expertise in card network rules, compliance, and operational management.
· Strong understanding of acquiring platforms, systems, and their interaction with card network products and processes.
· Proficiency in project management tools such as JIRA, as well as Google Workspace (Sheets, Docs, Slides) for documentation and collaboration.
· Proven experience leading cross-functional projects and programs with minimal guidance.
· Excellent communication skills to engage effectively with internal stakeholders and external partners.
· Strategic mindset with the ability to identify issues, propose innovative solutions, and drive alignment across teams.
· Comfortable navigating ambiguity and building new programs or functions from scratch.
· Preferred: Experience at a payment service provider, card network, or high-growth technology company, and a bachelor’s degree in Finance, Technology, or a related field.
