Purpose:
The Program Manager serves as a critical operational leader within the Trusted Data Sharing Organization (TDSO), directly supporting Velatura's role as the TDSO Operator. This position is responsible for orchestrating a complex healthcare data exchange ecosystem by coordinating and integrating the activities of multiple participating Health Information Networks (HINs) into a cohesive, unified program for the State's Health Data Utility (HDU).
The Program Manager will establish the infrastructure for sustainable cross-organizational collaboration, ensuring alignment between strategic objectives and operational execution. Acting as both facilitator and integrator, this role will drive the implementation of priority use cases by harmonizing diverse stakeholder needs, technical capabilities, and regulatory requirements. The Program Manager will create standardized methodologies for managing interdependencies, tracking progress, and reporting outcomes—ultimately translating the TDSO's vision into tangible healthcare improvements.
By developing systematic approaches to program governance, stakeholder engagement, and risk management, the Program Manager will create a foundation for both immediate implementation success and long-term program scalability. This role is essential to fulfilling Velatura's commitment to serve as a neutral, effective TDSO Operator that drives measurable progress in healthcare data exchange while maintaining trusted relationships across the healthcare ecosystem.
Duties and Responsibilities:
Program Coordination and Integration
- Develop and maintain an integrated master program schedule that consolidates the activities and deliverables of all participating HINs
- Coordinate cross-functional teams across organizational boundaries to ensure alignment and integration of activities
- Identify and manage interdependencies between HIN projects and activities to prevent conflicts and optimize resources
- Lead the implementation of the Minimum Viable Product (MVP) for the Health Data Utility, focusing on priority Medicaid use cases
- Monitor progress against established milestones and deliverables, implementing corrective actions as needed
Project Management and Governance
- Implement project management methodologies and tools that support effective program execution
- Maintain comprehensive program documentation, including business requirements, design documents, and technical architecture
- Establish and oversee risk management processes, including identification, assessment, and mitigation strategies
- Support the development and implementation of operational policies, data governance frameworks, and technical standards
- Ensure program activities adhere to established governance structures and decision-making processes
Technical Implementation Support
- Coordinate the development and implementation of the unified technical architecture plan
- Support the establishment of Velatura’s Use Case Factory's core building blocks and methodology
- Facilitate the integration of clinical and non-clinical data across the participating HINs
- Ensure implementation activities align with relevant standards and frameworks (HIPAA, DURSA, TEFCA)
- Monitor and report on technical progress and challenges, facilitating issue resolution
Performance Management and Continuous Improvement
- Establish and track key performance indicators (KPIs) to measure program success
- Identify opportunities for process improvement and efficiency gains
- Implement quality assurance measures to ensure deliverables meet requirements and standards
- Facilitate lessons learned sessions and apply insights to improve future implementation activities
- Support the transition from the initial MVP to expanded HDU operations as the program matures
Stakeholder Management and Communication
- Serve as the primary liaison between participating HINs, facilitating collaborative work and information sharing
- Organize and facilitate regular TDSO member meetings to drive progress and resolve issues
- Prepare and distribute program status reports to state leaders, the TDSO Operator, and other key stakeholders
- Develop and maintain communication channels and protocols that ensure transparent and timely information flow
- Support stakeholder outreach and education initiatives related to program implementation
Qualifications
Required
- Bachelor's degree in Healthcare Administration, Information Technology, Business Administration, Project Management, or related field
- 5+ years of experience in healthcare program/project management
- Proven track record managing complex, multi-stakeholder healthcare IT initiatives
- Strong understanding of program management methodologies and best practices
- Demonstrated ability to coordinate activities across organizational boundaries
- Experience with healthcare interoperability concepts and standards
- Excellent communication and facilitation skills with the ability to manage diverse stakeholder groups
- Proficiency with project management tools and software
Preferred Qualifications
- PMP, CAPM, or equivalent project management certification
- Experience working with Health Information Exchanges (HIEs) or similar healthcare data sharing organizations
- Knowledge of Medicaid systems and healthcare policy
- Familiarity with healthcare data governance, including privacy and security frameworks
- Experience implementing healthcare interoperability standards (HL7, FHIR, IHE profiles, C-CDA)
- Understanding of ONC regulations and Trusted Exchange Framework and Common Agreement (TEFCA)
- Background in healthcare quality improvement or value-based care programs
Working Environment
- Full-time position with flexible working hours (Monday through Friday, 8:00 AM to 8:00 PM).
- Occasional travel (up to 10%) may be required to attend onsite client meetings.
