This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Manager, Talent Knowledge Strategy & Governance based in the United States.
As Manager, Talent Knowledge Strategy & Governance, you will establish and lead a new knowledge governance function across the Talent organization. This founding role will shape the standards, taxonomy, content lifecycle, and operating model that make critical employee knowledge structured, discoverable, and scalable. You will bridge content strategy, knowledge management, technology, and AI, ensuring information is optimized for modern search and retrieval tools. Working across autonomous business groups, you will drive adoption through influence, executive alignment, and clear governance standards. You will also use analytics and employee feedback to continuously improve the knowledge experience while identifying opportunities for automation. This is a highly strategic, greenfield opportunity for a systems-minded leader who enjoys building functions from the ground up in a fast-paced environment.
Accountabilities:- Design and own the Talent content governance strategy and operating rhythms, including content standards, lifecycle management, recurring reviews, and processes that keep knowledge current across employee-facing sites and repositories.
- Own the taxonomy, information architecture, metadata, and indexing strategy for the Talent knowledge estate, ensuring content is logically organized, easy to discover, and useful across different employee needs and business areas.
- Develop and maintain an AI-readiness strategy for Talent knowledge by establishing standards for metadata, tagging, chunking, consistent Q&A structures, duplicate management, and other practices that support accurate AI-powered retrieval.
- Partner with content stewards and subject-matter experts to transform complex, policy-heavy information into clear, searchable, user-friendly knowledge while establishing standards and feedback mechanisms rather than owning final content authoring.
- Design AI-assisted knowledge workflows that can identify content gaps, support first-draft generation, and route material to the appropriate stewards for review and finalization.
- Establish a product-minded, metrics-driven approach to knowledge management by monitoring search failure rates, deflection, first-contact resolution, content staleness, self-service CSAT, and other indicators of knowledge health.
- Create feedback loops with employees, content owners, and stakeholders and use performance data to determine which content should be created, revised, consolidated, or retired.
- Re-establish and lead a cross-business alignment forum that brings content owners together around common standards, governance practices, and priorities while maintaining ongoing alignment with senior leadership.
- Build and scale the team required to support the knowledge governance function, including defining roles such as editors and other specialists as the organization's needs evolve.
- Serve as a key stakeholder in the technology partner team's knowledge-platform roadmap, providing guidance on platform capabilities, user experience, governance requirements, and metrics.
- Own the roadmap for onboarding remaining business units onto the shared knowledge platform and taxonomy, applying a consistent governance model rather than developing separate approaches for each site.
- Define quality standards and guardrails for AI-assisted content workflows, ensuring automated processes meet expectations for accuracy, consistency, usability, and tone before material reaches content stewards for final review.
Requirements
- Bring 8+ years of experience in knowledge management, content strategy, information architecture, HR or People Operations enablement, or a related discipline, including experience owning strategy rather than focusing solely on execution.
- Demonstrate experience building or managing content governance within a federated organization where content-producing teams operate independently and do not report directly to you.
- Have experience building a team, leading an existing team, or establishing a new organizational function from the ground up.
- Take a product-oriented and metrics-driven approach to content strategy, using search analytics, deflection, CSAT, and comparable signals to inform knowledge and content decisions.
- Be comfortable operating in ambiguity and creating structure where processes, governance models, and organizational responsibilities have not previously been established.
- Have experience making knowledge content AI-ready or demonstrate a strong track record of adapting information for evolving search, retrieval, automation, or digital knowledge tools.
- Have experience designing AI-assisted content workflows, such as agents that identify knowledge gaps or generate drafts for human review, or possess a well-developed perspective on how such workflows should be designed and governed.
- Experience with Knowledge-Centered Service (KCS) or a comparable content governance framework is preferred.
- Demonstrate the ability to negotiate and drive standards adoption across autonomous or semi-autonomous business units, particularly where stakeholders do not share a direct reporting relationship.
- Familiarity with HR Shared Services or Tier 1/2 support environments is a plus, as is experience integrating new business units onto a shared platform or taxonomy.
- Experience with internal SEO, Answer Engine Optimization (AEO), or optimizing content for AI-driven search and answer engines is preferred.
- Demonstrate strong communication, stakeholder-management, influencing, and strategic-thinking skills, with the ability to build alignment among senior leaders and cross-functional partners.

- Annual salary range of $184,000 to $330,000, with the actual range varying based on location, job family, background, skills, experience, and relevant market indicators.
