This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Lead Business Analyst/Program Manager based in the United States.

This role supports critical acquisition and procurement systems within a complex government environment.
You will combine business analysis, program management, and system administration expertise to support procurement functions and technology modernization initiatives.
Working closely with customer stakeholders, you will translate business needs into practical system requirements, configurations, integrations, and solutions.
You will contribute to the implementation of a new contract writing system and help strengthen interfaces with financial systems.
The position offers significant responsibility across requirements gathering, testing, training, project planning, and user support.
You will also provide technical direction, facilitate senior-level discussions, and help resolve complex functional and technical challenges.

Accountabilities
  • Support system administration and operational activities for procurement systems, including Procurement Desktop Defense (PD2) and other procurement and financial applications.
  • Provide technical direction and business analysis support across multiple high-complexity projects within a Department of Defense environment.
  • Support the implementation and administration of a new contract writing system, helping ensure effective adoption and deployment.
  • Gather, analyze, and document customer requirements through one-on-one discussions, small-group sessions, and larger stakeholder workshops.
  • Translate business requirements into detailed system requirements and configure system settings to align with customer needs.
  • Support the development of interfaces between procurement applications and financial systems, helping ensure accurate and effective data exchange.
  • Lead or support project planning, estimation, scheduling, and execution while helping maintain delivery within established timelines and budget constraints.
  • Identify and escalate risks, issues, concerns, dependencies, and recommended solutions to customer stakeholders and project leadership.
  • Develop subject matter expertise across system capabilities and procurement processes to provide effective functional and technical guidance.
  • Support system testing activities, including requirements analysis, test development, execution, issue identification, and resolution.
  • Assist with communication strategies, presentations, senior-level client meetings, and stakeholder engagement activities.
  • Develop and deliver systems training for users and contribute to an initial rollout and training strategy designed to support efficient deployment.
  • Troubleshoot user issues and provide accurate, timely information and recommendations.
  • Collaborate with project team members and customer stakeholders to prioritize work, solve problems, and address additional program needs as they arise.

Requirements

  • Bachelor’s degree in Computer Science, Information Systems, Business, or a related field; one year of relevant professional experience may substitute for each year of required education.
  • At least 5 years of experience in project management, estimation, and planning.
  • At least 5 years of experience working in procurement within the public and/or private sector.
  • At least 5 years of experience with system administration in public and/or private-sector environments.
  • At least 5 years of experience working within the Department of Defense.
  • Extensive knowledge of procurement business processes and the ability to apply that knowledge to enterprise systems and operational requirements.
  • At least 5 years of experience with IT systems functional analysis, requirements design, test development, and test execution.
  • Demonstrated understanding of the software development lifecycle and how business requirements translate into technical and system solutions.
  • Knowledge or experience with the General Fund Enterprise Business System (GFEBS) is preferred.
  • Strong analytical, problem-solving, organizational, and prioritization skills, with the ability to manage multiple activities simultaneously.
  • Excellent written and verbal communication skills, including the ability to communicate accurate technical and business information to different levels of management.
  • Experience facilitating customer meetings, requirements workshops, presentations, and training sessions across one-on-one, small-group, and large-group settings.
  • Ability to work independently with minimal supervision while collaborating effectively with multidisciplinary project teams.
  • Self-motivated and resourceful, with the initiative and adaptability to quickly learn new systems, technologies, and processes.
  • Strong interpersonal skills and the ability to establish productive relationships with customers, technical teams, project stakeholders, and leadership.
