The program sustains and modernizes a portfolio of approximately twelve custom-built .NET web applications, Microsoft Power Platform solutions, SharePoint sites, SSRS and Power BI reports, and supporting SQL Server databases that enable OAA's health professions education, Advanced Fellowship, and trainee management mission. Work includes migration to the VA Enterprise Cloud (VAEC) using Microsoft Azure, SSRS-to-Power BI and WebForms-to-ASP.NET Core modernization, enterprise data governance toward Level 4-5 CMMI target operating maturity, Section 508 accessibility compliance, and continuous sustainment of the active VA-wide umbrella ATO (FIPS 199 Moderate). DMC personnel support both day-to-day operations and strategic modernization initiatives in alignment with VA policies, VAEC standards, and Government-approved governance processes. All work is performed at the Contractor's facility. <h3>Professional Level</h3>The Graphic Designer aligns as an L2 Consultant position at 9th Way Insignia. The position supports the VA Office of Academic Affiliations Data Management Center (DMC) on a part-time, level-of-effort basis not to exceed 250 hours per year. This role designs and implements accessible, visually appealing, and user-friendly interfaces for OAA applications and platforms. The Graphic Designer creates user-centered designs using Bootstrap, jQuery, and centralized CSS files, and collaborates with front-end and back-end developers to integrate designs within the .NET Core C# and Microsoft Power Platform environment. All designs must meet Section 508, ADA, and WCAG 2.0 Level A and AA accessibility requirements. <h3>Responsibilities</h3><ul><li>Design and implement accessible, visually appealing, and user-friendly interfaces for OAA applications and platforms. </li><li>Create user-centered designs using Bootstrap, jQuery, and centralized CSS files. </li><li>Collaborate with front-end and back-end developers to integrate designs within the .NET Core C# and Power Platform environment. </li><li>Create additional website graphics as needed using Adobe Photoshop, Adobe Illustrator, or other graphic design tools. </li><li>Ensure all designs meet Section 508, ADA, and WCAG 2.0 Level A and AA compliance requirements. </li><li>Maintain visual consistency and design standards across the OAA application portfolio. </li><li>Support wireframing, site diagrams, and site maps in coordination with the Business Analyst. </li><li>Remediate accessibility findings in existing UI and graphic assets. </li><li>Manage assigned work within an annual level of effort not to exceed 250 hours. </li></ul><h3>Requirements</h3><ul><li>Bachelor's degree in Graphic Design, Visual Communications, or a related field. No equivalencies or substitutions for the degree requirement will be accepted. </li><li>Four (4) or more years of experience as a graphic designer focusing on user-centered design and accessibility. </li><li>Proficiency in Bootstrap, jQuery, and centralized CSS files. </li><li>Proficiency in Adobe Photoshop and Adobe Illustrator. </li><li>Demonstrated experience designing to Section 508 / WCAG 2.0 AA standards. </li><li>Ability to work effectively on a part-time, task-based level of effort. </li><li>Must have resided continuously in the United States for the past 36 months. </li><li>U.S. Citizenship required. </li></ul><h3>Preferred/Desired </h3><ul><li>Section 508 Compliance certifications or formal accessibility training. </li><li>Experience designing within Microsoft Power Platform (Power Apps) and SharePoint. </li><li>Experience supporting federal agencies or large enterprise environments. </li><li>Familiarity with the U.S. Web Design System (USWDS). </li><li>Experience with responsive design for legacy .NET applications. </li></ul><div class="content-pay-transparency"><div class="pay-input"><div class="title">Salary Range</div><div class="pay-range">$48,678.70—$66,000 USD</div></div></div><div class="content-conclusion">9th Way Insignia’s range for this job level is a general guideline only and not a guarantee of compensation or salary.
