Position Summary
The GIS Program Manager leads and coordinates the planning, development, and implementation of Geographic Information Systems (GIS) projects within the assigned government client (Indian Health Services). They manage budgets, ensure compliance, and provide support and training to users. This role also involves identifying, designing, and developing GIS applications and strategies.

Essential Duties
- Serve as a technical expert, participating in monthly meetings to advise on implementation, support issues, hardware/software needs, trainings, and overall GIS program direction.
- Lead and participate in monthly contract coordination calls with IHS Contracting Officer’s Representative (COR) and project stakeholders, providing task updates and technical guidance.
- Execute discretionary GIS support tasks, including:
- Reviewing and refining workflows for IHS Office of Environmental Health and Engineering (OEHE) divisions.
- Developing and revising GIS guidelines and policy documents aligned with best practices and the Geospatial Data Act of 2018.
- Conducting analysis on the condition and maturity of the GIS program across IHS divisions.
- Supporting in-person meetings (agendas, presentations, facilitation, records).
- Creating Section 508-compliant job aides that reinforce GIS workflows and enhance staff understanding.
- Developing and maintaining GIS applications and tools (e.g., dashboards, National Map Apps, SITES page).
- Coordinate with IHS on GIS training activities, ensuring high-quality instruction, compliance with adult learning principles, and strong evaluation metrics per Section 3.5.
- Oversee and ensure timely delivery of all training deliverables including course materials, learning evaluations, attendance summaries, and video content.
- Ensure compliance with IHS data security, confidentiality, and accessibility standards (HIPAA, Privacy Act, Section 508).
- Respond to all requests within two working days and provide full responses within five working days unless otherwise approved by COR.
- Document and share all code, workflows, and deliverables with IHS stakeholders.
Education, Experience, and Technical Skills
- GISP Certification (Geographic Information Systems Professional) required.
- Bachelor’s degree in Geography, GIS, Environmental Science, Engineering, or a related field.
- Minimum 15 years of project/program management experience related to GIS.
- Demonstrated Subject Matter Expertise in:
- ArcGIS Enterprise Portal, ArcGIS Pro, Survey123, Field Maps, Dashboards, and Experience Builder.
- AutoCAD Civil 3D, AutoCAD, and Revit.
- Database technologies (SQL, Oracle, Access).
- Programming/scripting (e.g., Python, Arcade).
- In-depth understanding of GIS data as applied to water, wastewater, and solid waste infrastructure projects.
- Strong written and oral communication skills, including experience presenting to both technical and non-technical audiences.
- Familiarity with developing 508-compliant training materials and digital content.
- Ability to coordinate and lead effective virtual and in-person trainings for adult learners, including pre- and post-learning assessments, evaluations, and iterative course refinements.
- Must pass a federal background check 15+ years managing complex GIS projects or programs in government, healthcare, or infrastructure sectors.
- Prior support of federal agencies (Department of Defense experience is a plus)
- Experience facilitating live virtual or in-person training events and developing associated course materials and evaluations.
- Demonstrated ability to coordinate training logistics, collect and analyze learning outcomes, and deliver performance reports.
- Experience ensuring compliance with Section 508 accessibility standards and federal IT security protocols.
- Experience managing and leading a team of GIS professionals to assist with all tasks.
Work Environment
- Primarily remote with collaboration through virtual meetings and secure file sharing platforms.
- Availability during standard business hours spanning Eastern to Pacific time zones (8:30 AM ET to 3:30 PM PT).
- Occasional travel required for in-person meetings, trainings, or field verification efforts.
Physical Demands
- Extended periods of desk work and computer use.
- Occasional lifting (up to 25 lbs) for transporting training materials or equipment.
- Standing or presenting for extended durations during live or recorded training sessions.
- Travel to remote or rural areas may be required for site visits or field engagements.
