Position Description:

FlexGen is seeking a strategic and process-driven Director of Proposal & Commercial Operations who is a cross-functional leader responsible for driving the end-to-end proposal lifecycle and ensuring seamless alignment between Business Development, Legal, Finance, and Execution teams. This role ensures that all client-facing proposals are strategically positioned, commercially sound, and operationally executable while driving a smooth effective and efficient process. The Director will oversee proposal development, pricing coordination, risk mitigation, and post-award contract transition, serving as the commercial engine room behind high-quality deal execution.


Major Job Responsibilities:
Proposal Management

  • Lead the development and submission of compliant, compelling, and timely client proposals and RFP responses across all business lines
  • Serve as the single point of coordination across technical, legal, and business stakeholders to ensure proposal alignment with strategic goals and client expectations
  • Implement and maintain proposal development processes, tools, templates, and governance frameworks to drive efficiency and quality

Commercial Operations & Risk Alignment

  • Collaborate with Finance and Legal to structure proposals that meet margin, cash flow, risk, and compliance thresholds
  • Lead internal commercial reviews of terms and pricing; ensure consistency with business objectives and contractual standards
  • Identify and escalate commercial risks; recommend mitigation strategies prior to submission or contract execution

 Post-Proposal Transition

  • Oversee the handoff of awarded contracts to execution teams, ensuring alignment on scope, deliverables, and contract obligations
  • Develop and manage a structured post-award transition process to ensure execution readiness and contract compliance

Team Leadership & Process Optimization

  • Manage and mentor a team of proposal managers, writers, and coordinators (as applicable)
  • Drive continuous improvement initiatives across the proposal and commercial operations lifecycle
  • Own reporting and analytics related to proposal activity, pipeline status, and conversion metrics
  • Serve as a neutral, trusted point of coordination between Business Development, Operations, Legal, and Finance—ensuring balance, fairness, and clarity in decision-making and execution
  • Grow and ensure a level of high-performing contract professionals; foster a culture of accountability, responsiveness, and continuous improvement
  • Champion the use of CRM tools and integrated systems (e.g., Salesforce, ProCore, Evisort) to automate and optimize the contracting function
  • Propose and implement all processes and tools to optimize Contract Operations

Position Requirements:

  • Bachelor’s degree required; MBA or relevant advanced degree preferred
  • 10+ years of experience in proposals, commercial operations, deal desk, or business development function
  • Proven success leading complex, multi-disciplinary proposal efforts in a B2B, government contracting, energy, or infrastructure environment
  • Strong working knowledge of contract negotiation, pricing strategies, and risk analysis
  • Exceptional project management, communication, and stakeholder engagement skills
  • Proficient in CRM and proposal management tools (e.g., Salesforce, SharePoint, etc.)

  • Preferred Experience:

    • Knowledge of compliance standards (e.g., FAR/DFARS, ITAR, or other regulatory frameworks) if applicable
