Program

Russia’s full-scale invasion of Ukraine has increased demand for rehabilitation services and underscored the need to strengthen the rehabilitation sector by addressing issues with governance, financing, workforce, service delivery, information systems, and assistive technology. The USAID-funded Rehabilitation for Ukraine (Rehab4U) project is working to create sustainable and fully integrated rehabilitation services within the Ukrainian health system across all levels of care. Rehab4U is led by Momentum Wheels for Humanity (MWH), with support from Results for Development (R4D), Deloitte, the National Assembly of People with Disabilities of Ukraine, and Project Hope.

 

Rehab4U is supporting the Government of Ukraine in its initiative to strengthen financing and governance for rehabilitation services as part of ongoing efforts to improve the quality and efficiency of health services.

 

Opportunity

R4D is seeking a Data Analytics Specialist to provide analytical support related to the costing study of rehabilitation services in Ukraine. The Specialist will work under the supervision of the R4D technical lead for the costing study.  

 

This is a remote consultancy that is anticipated to start immediately. The estimated period of performance is 4 months (August – November 2025).

 

Responsibilities

·       Support the R4D team in conducting cost analysis of rehabilitation services, contributing to local data collection efforts, resolving data access and quality challenges, and providing data management support to ensure robust, high-quality analytical outputs.

·       Lead facility-level cost analysis across up to 40 facilities, including by:

o   Designing Excel-based instruments for cost allocation using logic and allocation keys defined by costing methodology.

o   Customizing tools to reflect each facility’s operational and financial structure.

o   Performing cost calculations and producing finalized Excel outputs for each facility.

o   Consolidating results into a unified dataset for cross-facility analysis.

o   Developing dashboards to visualize findings, based on content provided by the Technical Lead.

·       Conduct system-level cost analysis, including by:

o   Integrating facility-level cost and patient data to calculate costs per discharged case or episode.

o   Aggregating data to generate system-wide average cost estimates by clinical and patient characteristics.

o    Creating dashboards to communicate system-level insights, with guidance from the Technical Lead.

·       Provide ad hoc analytical support and contribute to the project reporting as needed.

 

Qualifications

·      Bachelor’s Degree (or higher) in computer science, health informatics, statistics, data analysis, or related field 

·      Minimum of 5 years’ experience in data analysis and quality assurance practices, public health information systems, public health data sets, and related disciplines 

·      Background in public health strongly preferred 

·      Experience with data organization and visualization and effective reporting of program metrics 

·      Experience with tools and practices for effective data collection, analysis, and presentation 

·      Strong foundation in quantitative research methods and experience in implementation research is preferred 

·      Proven ability to work successfully as part of a team and effectively collaborate with internal and external senior-level stakeholders 

·      Competency in Microsoft Office and other programs necessary to complete work 

·      Knowledge of Ukrainian and/or Russian languages considered an asset

1.1. Excel-based cost allocation instrument, designed in alignment with the approved methodology

1.2. Customized versions for up to 40 facilities

1.3. Finalized cost calculation files for each facility (Excel format)

Deadline: Oct 20

1.4. Consolidated dataset for cross-facility analysis

Deadline: Oct 30

1.5. Interactive dashboard or analytical tools (e.g., Power BI or Tableau) for facility-level costing results visualization

Deadline: Nov 10


Deliverable 2: System-Level Costing Outputs (Estimated LOE: 160 hours)

2.1. Consolidated dataset of facility-level costs and patient data

Deadline: Nov 5

2.2. Analytical outputs showing cost per discharged case/episode

Deadline: Nov 10

2.3. Summary tables of average costs by clinical and patient characteristics

Deadline: Nov 15

2.4. Interactive dashboard or analytical tools (e.g., Power BI or Tableau) for system-level costing results visualization

Payments

The selected consultant will be compensated on an hourly basis with the receipt of a monthly invoice inclusive of a detailed timesheet documenting days and hours worked and activities.
