The Cost/Program Analyst will provide comprehensive cost analysis, budgeting, and financial oversight for major Department of Defense (DoD) programs of record. This role supports program managers and leadership in ensuring effective cost control, resource allocation, and compliance across all phases of program execution, with a focus on large-scale acquisition and sustainment efforts.


Duties and Responsibilities:


Cost Analysis and Estimation


  • Develop, review, and validate life cycle cost estimates (LCCEs) and independent government cost estimates for DoD programs.
  • Analyze contractor proposals, cost elements, and supporting data to determine reasonableness of costs and recommend negotiation positions.
  • Prepare cost-benefit analyses (CBAs), business case analyses (BCAs), and analysis of alternatives (AoAs).


Program Controls and Financial Management


  • Monitor budgets, funding allocations, and expenditures to ensure programs adhere to financial requirements and constraints.
  • Track and report cost, schedule, and performance data, identifying risks or variances and advising program leadership on mitigation strategies.
  • Support the development of program office estimates and provide input to programming, planning, and budgeting activities.


Contract and Proposal Support


  • Assist in the review of contract proposals and contract modifications; ensure proper documentation of labor rates, indirect costs, and fee structures.
  • Coordinate with contracting officers, program managers, and external stakeholders to resolve cost and pricing issues and support contract negotiations.


Compliance and Documentation


  • Ensure all financial activities comply with DoD regulations and policies, including FAR/DFARS.
  • Maintain robust documentation of all analyses, recommendations, and communications for audit trail purposes.


Cross-Functional Collaboration


  • Work closely with engineering, logistics, and operational teams to validate cost assumptions and support integrated product teams (IPTs).
  • Present briefings and reports to senior leadership and coordinate with external agencies and vendors as required.


Required Qualifications:


  • Proficient with Orchestration tools (Apache Airflow) and data processing tools (Apache Spark)
  • Advanced knowledge of object storage and management of unstructured data
  • Experience utilizing cross-domain solutions in a secure environment
  • Advanced knowledge of containerization technologies supporting enterprise software deployment (Kubernetes, Docker, Helm, etc.)
  • Proficient knowledge of data engineering workflows such as extract, transform, load (ETL) processes and data warehousing
  • Advanced level knowledge of software development processes including Agile methodologies.
  • Conversant with object-oriented programming languages
  • Excellent written and oral communication.
  • Bachelor’s degree in engineering, science, or equivalent with demonstrated experience in technical/engineering leadership.


Desired Qualifications:


  • Experience working with DoD financial management systems (e.g., PPBE, EVM).
  • Familiarity with government cost-estimation software and methodologies.
  • Active DoD Secret or higher security clearance.
  • Experience tracking and reporting on contract performance and labor rates.
  • Knowledge of industry standards for cost analysis and defense acquisition regulations.



Clearance Information: Some positions will require access to U.S. National Security information. Positions that require this access will be required to receive and maintain a U.S. government personnel security clearance (PCL). In order to qualify for this position, the candidate must be a US Citizen and either currently possess this National Security eligibility or be able to complete the investigation application process with a favorable determination and maintain that eligibility throughout their employment.
