BasisPath is seeking an experienced Business Capture Manager to lead and execute full lifecycle capture efforts in support of mission-critical programs across the U.S. Intelligence Community (IC), Department of Defense (DoD), and Department of Justice (DOJ). The ideal candidate is a proactive, self-driven professional with a proven track record of winning federal contracts, building strategic partnerships, and navigating complex acquisition environments. This role requires deep familiarity with federal procurement processes, strong industry relationships within the IC, and the ability to independently manage capture strategy from opportunity identification through proposal submission and award.

Responsibilities:

  • Lead and manage the full capture lifecycle, including opportunity identification, qualification, strategy development, teaming, proposal coordination, and submission.

  • Identify and assess new business opportunities within the IC, DoD, and DOJ markets using platforms such as ARC (TS/SCI required), SAM.gov, agency procurement forecasts, and other federal acquisition resources.

  • Develop and execute capture strategies aligned with BasisPath’s growth objectives and competitive positioning.

  • Build, maintain, and expand strategic partnerships, including subcontractors, Joint Ventures (JVs), and Mentor-ProtĂ©gĂ© relationships.

  • Leverage existing industry networks to create teaming opportunities that strengthen competitive bids.

  • Present qualified opportunities and capture strategies to executive leadership for bid/no-bid decisions.

  • Maintain visibility into NAICS codes, small business set-asides, and federal acquisition regulations (FAR) to ensure compliant and competitive positioning.

  • Track and manage contract modifications, updates, and subcontract agreements.

  • Support and nurture existing subcontractor relationships while establishing new agreements as required.

  • Review and enhance current capture processes, recommending and implementing improvements to increase efficiency and win rates.

  • Provide regular pipeline updates, capture status reports, and contract modification briefings to leadership.

  • Collaborate closely with the Business Operations Manager and executive team to align capture efforts with organizational goals.

Required Qualifications:

  • Active TS/SCI clearance.

  • U.S. Citizenship.

  • Minimum of three to five years of experience in business development or capture management within the federal contracting space.

  • Demonstrated track record of successfully closing federal contracts.

  • Proven ability to build and sustain strategic partnerships across the IC.

  • Strong understanding of Federal Acquisition Regulations (FAR) and federal procurement processes.

  • Working knowledge of Joint Ventures (JVs), Mentor-ProtĂ©gĂ© programs, and NAICS classifications.

  • Experience using ARC, SAM.gov, and other federal opportunity identification platforms.

  • Ability to independently manage multiple capture efforts simultaneously.

  • Excellent communication, organizational, analytical, and executive briefing skills.

Desired Qualifications:

  • Experience supporting or working directly within the Intelligence Community.

  • Experience operating within small business federal contracting environments.

  • Knowledge of subcontract management, teaming agreements, and contract modifications.

  • Strong existing network within the IC acquisition and program management community.

Work Environment:

  • Primarily remote, with weekly onsite visits required for ARC access and monthly leadership TEM participation.

Compensation:

  • Base Salary: $135,000–$155,000

  • Competitive incentive structure with performance-based bonuses tied to awarded contracts (details provided during interview process).
