This role partners with executive and technical stakeholders to analyze current state operations, define business and technical requirements, and architect future-state processes that comply with IRS OneSDLC mandates. You will lead a team of BAs, coordinate OneSDLC milestone gates, drive decision forums, and ensure traceability from user need through implementation and into sustainment.</p><p><strong>Responsibilities:</strong></p><ul><li>Lead requirements definition, decomposition, and traceability across all OneSDLC phases (Initiation, Concept, Requirements, Design, Build/Test, Deployment, and Operations).</li><li>Facilitate workshops with executives, program managers, SMEs, and end users to elicit and validate business, functional, and non-functional requirements.</li><li>Develop process models (BPMN), use-case diagrams (UML), data flows, and business rules documentation to support solution design.</li><li>Author and maintain the Business Requirements Document (BRD), Functional Requirements Document (FRD), and Interface Control Documents (ICDs).</li><li>Drive OneSDLC gate reviews, produce artifacts (Charter, Feasibility Analysis, Solution Architecture, Test Plans), and present readiness to the Enterprise Transition Review Board.</li><li>Establish and enforce requirements governance, change control, and traceability matrices in Jira/Confluence.</li><li>Coordinate with DevOps, Security, Data, and Accessibility teams to embed FedRAMP, FISMA, Section 508, and IRM 2000 compliance into deliverables.</li><li>Mentor and coach junior BAs on OneSDLC best practices, Agile/Waterfall hybrid methodologies, and stakeholder management.</li><li>Monitor progress against OneSDLC milestones; identify risks/impacts, propose mitigation strategies, and report status to Program and Project Management Offices.</li></ul><p><strong>Here's What You Need: </strong></p><ul><li>5+ years of progressive business analysis experience in federal or large-scale commercial environments.</li><li>3+ years leading OneSDLC or equivalent enterprise life-cycle processes at IRS or analogous federal agency.</li><li>Proven track record managing BRD/FRD development, process re-engineering, and requirements traceability in Jira/Confluence.</li><li>Deep understanding of IRS OneSDLC artifacts, gate criteria, and regulatory compliance (OMB A-130, FISMA, FITARA, Section 508).</li><li>Strong facilitation skills; ability to lead cross-functional workshops and build consensus among diverse stakeholders.</li><li>Expertise with BPMN, UML, Data Flow Diagrams, and wireframing tools (Visio, Lucidchart, or similar).</li><li>Excellent written and verbal communication; experience drafting executive-level presentations and decision packages.</li><li>Demonstrated ability to manage scope, schedule, and deliverables in hybrid Agile/Waterfall environments.</li></ul><p><strong>Eligibility Requirements:&nbsp; </strong></p><p>US/Dual Citizenship required</p><p>&nbsp;</p><div class="content-pay-transparency"><div class="pay-input"><div class="description"><p>As required by local law, Accenture Federal Services provides reasonable ranges of compensation for hired roles based on labor costs in the states of&nbsp;<strong>California, Colorado, Hawaii, Illinois, Maryland, Minnesota, New Jersey, New York, Washington, Vermont, and the District of Columbia</strong>. The base pay range for this position in these locations is shown below. Compensation for roles at Accenture Federal Services varies depending on a wide array of factors, including but not limited to office location, role, skill set and level of experience.
