Natcast (short for The National Center for the Advancement of Semiconductor Technology) is a new, purpose-built, non-profit entity created to operate the National Semiconductor Technology Center (NSTC) consortium, established by the CHIPS Act of the U.S. government.

In this role, you will play a critical part in aligning and coordinating major components of various projects across Natcast, ensuring they support our overall business objectives in advancing U.S. leadership in semiconductor design and manufacturing. You will be instrumental in streamlining internal processes, collaborating with finance on budget management, and organizing events with internal and external stakeholders. 

Every day, you will work closely with Technical Program Managers to support day-to-day business functions, develop and implement effective tools and processes, and provide essential support to multiple Technical Programs. Your focus will be on enhancing efficiency, accuracy, and user experience while alleviating organizational challenges across Natcast's operations. 

To thrive in this role, you must possess strong analytical, organizational, and communication skills, with a proven track record in program management and process improvement. You should be adept at managing multiple projects simultaneously and collaborating effectively with diverse stakeholders. 

Natcast is a trailblazing non-profit entity established under the CHIPS Act to operate the National Semiconductor Technology Center (NSTC) consortium. As a key component of the CHIPS and Science Act, Natcast is poised to drive innovation, set standards, and re-establish U.S. leadership in semiconductor design and manufacturing. By convening the brightest minds from government, industry, and academia, Natcast is tackling the most pressing challenges in the domestic semiconductor ecosystem head-on. 

The Program Manager will play a crucial role in ensuring the smooth operation of Natcast's programs and initiatives, contributing directly to our mission of advancing semiconductor innovation and strengthening the domestic semiconductor ecosystem. 

Responsibilities: 

  • Collaborate with Technical Program Managers to support day-to-day business functions, including proposal development, stakeholder coordination, and reporting 

  • Develop and streamline internal business processes to enhance efficiency and effectiveness 

  • Work closely with finance to manage budgets, conduct forecasting, and plan for the fiscal year 

  • Organize and execute executive events and meetings with both internal and external stakeholders 

  • Implement tools and processes that reduce redundancy, increase accuracy, and improve user experience 

  • Roll out, and manage a new Objectives and Key Results (OKR) creation and reporting process 

  • Oversee multiple projects to ensure alignment with Natcast's overall business strategy and mission 

  • Collaborate with various departments to define project goals, allocate resources, and identify potential risks 

  • Manage project budgets, create timelines, and report progress to stakeholders 

  • Coordinate activities across multiple projects without directly managing them 

  • Advocate for stakeholder requirements and ensure their needs are met throughout project execution 

 

Required Skills and Experience: 

  • Bachelor's degree in Business, Operations, Finance, or a related field 

  • 4+ years of work experience in project management, process management, or process improvement 

  • Experience in budget management, forecasting, and fiscal planning 

  • Ability to organize and execute events and meetings effectively 

  • Skilled in developing and implementing tools and processes to enhance efficiency 

  • Proficient in project management, product management, and change management 

  • Strong analytical and problem-solving abilities, with experience in data analysis 

  • Effective organizational, communication, and collaborative skills for stakeholder engagement 

 

Preferred Qualifications: 

  • Master's degree in Business Administration or a related field 

  • Experience in the semiconductor industry or other high-tech sectors 

  • Familiarity with government-funded research programs and associated reporting requirements 

  • Certification in project management (e.g., PMP, PRINCE2) 

  • Experience with OKR implementation and management
